Same day registration

It looks like North Carolina may be getting closer to the enlightened policy of actually encouraging democracy instead of trying to stifle it. Laura Leslie has the best coverage here.

House members held a long and occasionally bizarre debate today over whether to allow early one-stop voters to register and vote on the same day. Democrats say it’s more fraud-proof than regular registration, since wannabe voters would have to appear in person to register, and then use a “retrievable” ballot in case their registration turns out to be no good.

Republicans tried twice to amend the bill to require a photo ID. Both attempts went down in flames along party lines, but not without some odd moments along the way.

Come on, Laura. The Hairdresser didn't forget what he was talking about. He just forgot to alert Puppetmaster Pope that he wanted to give a little speech like the big boys do. Without Pope pulling the strings, Joe Boylan is a big fat nothing.

Election fraud is not a problem I've seen documented in North Carolina by anyone. The only election fraud we have to worry about is the one caused by Republican-owned voter machine companies.

passed its second reading in the house yesterday, so it should be moving to the senate soon.

House Bill 91 (Registration and Voting at One-Stop Sites) provides appropriate safe-guards to prevent voter fraud. Appropriate proof of eligibility is required along with a signed attestation of eligibility. The required proof of residence and eligibility is similar to the documentation that must be provided during standard registration. Providing false testimony for the purpose of casting an ineligible ballot is a Class I felony.

Further, there is a two-business day period in which the voter’s eligibility would be validated. Should the ballot be ineligible, it would be retrieved and discarded.

Again, I urge you to consider the bill and support the legislation.

Again, I thank you for your prompt attention.

I do not understand the way you have read the bill which disagrees with my assessment.

§ 163‑82.6A. In‑person registration and voting at one‑stop sites. subpara (b) states:

"Documentation and Sworn Statement Required. – To register and vote under this section, the person shall provide proof of residence and complete a registration form as prescribed in G.S. 163‑82.4, including the attestation requirement of G.S. 163‑82.4(b) that the person meets each eligibility requirement. Such attestation is signed under penalty of a Class I felony under G.S. 163‑275(13). The presentation of any of the following valid documents that show the person's current name and current address is required as proof of residence: a North Carolina drivers license, photo identification from a government agency, utility bill, bank statement, paycheck, government check, or other government document. The State Board of Elections may designate additional documents or methods that suffice and shall prescribe procedures for establishing proof of residence."

The above states that the required attestation is signed under the penalty of a Class I felony. If, after appropriate research is complete, the voter is deemed to have fraudulently testified in regards to their eligibility they would be prosecuted. The above also provides a list of documentation accepted as proof of identification and eligibility. The list includes a valid North Carolina drivers license or other government photo identification, various bills and bank statements, government checks and other government documentation. This requirement is equal to the level of documentation required when registering at the DMV or at a County Board of Elections.

Further, sub paragraph (d) allows for the verification of voter eligibility and the withdrawal of the ballot.

"Verification of Registration; Counting of Ballot. – Within two business days of the person's registration under this section, the county board of elections in conjunction with the State Board of Elections shall verify the North Carolina drivers license or Social Security number in accordance with G.S. 163‑82.12, update the statewide registration database and search for possible duplicate registrations, and proceed under G.S. 163‑82.7 to verify the person's address. The person's vote shall be counted unless the county board determines that the applicant is not qualified to vote in accordance with the provisions of this Chapter."

Again, I do not understand how you interpret the bill and would appreciate your thoughts in case I am misinterpreting the legislation.

Look, my Dad is the classic example of this kind of Republican. When i was a kid, I asked my Dad a question about some geography sheet I was doing. He answered, I told him, no I don't think that is right. He said, yes it is. I said, no I don't think so, I'll check in my book.

Now, my dad has mellowed over the years and even voted for Kerry/Edwards last election, but, I totally understand Republicans after growing up with him. It seems to me that the bill accunts for and prevents voter fraud to a high degree...Moreso than the Onslow County Board of Elections, anyway...I've changed my address withut evidence sevefral times...I even asked if they wanted proof, but was told "No, it's not necessary."

I believe that I shall be writing a bit about Mr. Cleveland soon.

I don't do action alerts lightly. Here was my reasoning:

Sir,

I was in the middle of a move during the 2004 election. Overwhelmed,
overbooked, and registered in the state I left.

That was the first election I missed since I could vote.

Same day registration would have made the difference for me.

I thought about this long and hard before I decided it was a good idea.
Once I remembered my own situation, the choice was clear.

People who never vote wouldn't do it if you took the ballot to them -
people like me would be able to exercise our duty.
