If I were a betting man, I'd wager it has very little to do with "shifting boundaries" and a lot to do with BergerMoore turning every session into a marathon; driving to Raleigh by 8:30 a.m. nearly every day, and having night sessions a couple times a week. Most of the people in Alamance County have no idea who these two guys are, even after re-electing them a few times. That's not great, good, or even barely adequate representation. It's a symptom of gerrymandering, period.

Definitely a worthy cause. Some of these health issues are even more complex than legal stuff (that's saying a lot), but I always come away from NC Health News with a much better understanding than before I clicked the links.

As an environmentalist and an avid hiker, I am concerned about this:
Both trust funds did receive their regular, recurring appropriations thanks to an automatic budget law that kicks in if a new budget is not in place when the fiscal year ends June 30. The law funds government operations at current levels, but it leaves on the table $7 million for the Clean Water Management Trust Fund and $8 million for Parks and Recreation Trust Fund in additional appropriations.
In recent years, both the Clean Water Management Trust Fund and the Parks and Recreation Trust Fund have received a mix of recurring and nonrecurring funds. The recurring base budget for the Clean Water Management Trust Fund is roughly $13 million and $17 million for the Parks and Recreation Trust Fund.
But there are two (major) things to keep in mind: When nonrecurring funding is used more than one time, it's a sign the base (recurring) budget needs to be increased. The reason Republicans haven't done that is because they want the freedom to discontinue said funding, and put it towards another tax cut, without being accused of "slashing" somebody's budget. The second thing to remember: Republicans wasted a month and a half trying to engineer a Veto override before they started their "mini-budget" process. They had more than enough time to fix this conservation funding issue, but they pissed it away with their sneaky shenanigans. If you want to blame something, blame the GOP's ego and hubris.
