A Matter of Black and Wright

State Rep. Thomas Wright has been indicted on five charges of obtaining property by false pretense and one charge of obstruction of justice. Wright, a Democrat, had close ties to jailed House Speaker Jim Black.

From the Charlotte Observer:

According to the indictment, Wright obstructed justice by failing to report $185,000 in contributions to his political campaign as required by state law. Investigators have said Wright spent much of the money on personal expenses, including purchases at Victoria's Secret and Circuit City.

The indictment also says Wright knowingly defrauded the Coastal Federal Bank of $150,000 by persuading a state official to help secure a loan with the promise of state money -- even though both the official and Wright knew no state money was forthcoming.

Wright also secured a $10,000 loan from South East Community Credit Union to the Community Health Foundation, which Wright controlled, just before he withdrew $10,000 from the foundation's accounts, according to the indictment.

I'm usually big on "innocent until proven guilty", but cases like this are typically well-documented before going to the grand jury. Technically, Wright is innocent until proven guilty, but this is ugly.

I commented long ago on the Wright matter...

and how it was being totally ignored handled by the New Hanover County Dems Executive Committee and the Democratic Party.

I think he's gonna go down for the count on this one. .

Where are the screams?

Where are the screams from certain segments of the Democratic Party for him to resign? When Jim Black was simply accused of improprieties certain groups were demanding that he resign, where are those same voices now?

I have to agree with you

I was a hold out on Jim Black. I gave him the benefit of the doubt. I don't remember whether I started doubting him with the indictments or the plea or what the timing was, but I held off lambasting him for a long time. Maybe it's because Wright didn't have the power that Black had.

Wright needs to resign and he needs to resign now.

Agree and Disagree

I disagree that there were Democratic screams for Black to resign. However, I do think some lessons could have been learned and applied to Wright.

We've been talking about Thomas Wright for the past year ever since Anglico posted about a Tangled Web and Joe Sinsheimer turned his attention to Wright, exposing the irregularities in his campaign finance and calling for him to step down. Not sure I'd call it screaming but it has been a constant drum beat.

The Jim Black business took place over a long period of time. There was a lot of denial. I don't remember much screaming apart from people "screaming" at Joe to shut up. I was in the federal court room when some House members visited Black to show their support "after" he pled guilty.

The ethics process that was put in place after Black has taken some of the wind out of the public debate because it is not conducted in public. It needs to be opened up so that it doesn't become a back door for someone to quietly slip out. That doesn't stop the Democratic Party from policing its own early on, with or without screams.

It is true that Wright has not been convicted in a court of law.

However, the decision for an indicted representative to remain in office shouldn't be driven by whether he or she has actually been convicted.

I think he or she should be expected to keep such a difference between himself and taint that at the time credible evidence surfaced, he should have resigned for the purpose of addressing them and permitting another person to carry on for the public weal. The idea that an indicted member is able to carry on state business as usual is a terrible concession to cynical expectations for how government is run.

Wright's choice to defy reality helps neither him, the Democrats, nor the black caucus, which is going to take a hit for being silent in the face of this scandal. In fact, I think the failure of the black caucus to speak up is going to contribute to a cynical attitude regarding its function within the General Assembly, and widen the breach between its members and members of the public who question the integrity of its purpose.

We need for respected black leaders both within and outside the black caucus to step up.

You know what I hate?

That here - in the last month of 2007, this could still become a racial issue. It shouldn't be. We shouldn't have to worry that the African American caucus (Is Michael Lawson still their president?) hasn't said anything. We shouldn't have to call on Black leaders to call for a Black representative's resignation.

And I completely agree. But this is the General Assembly and it is all about politics and it is cynical and ugly. Corruption is independent of skin color, but our reactions are not. Witness the understated reactions to the news that the the NC Legislative Black Caucus made some dubious decisions regarding scholarships and has been slow getting their books in order for the audit.

I imagine we've a few generations to go yet.
